What Is Home Care Secure?

Home Care Secure is short-term care insurance coverage underwritten by Guarantee Trust Life (GTL). It is offered exclusively through the Aging at Home Association, and is currently offered in the following states: AL, AR, AZ, CO, GA, IA, IL, IN, KS, KY, LA, MI, MS, MO, NC, NE, OH, OK, PA, SC, TN, TX.

Home Care Secure helps you financially prepare and plan for the day you may need custodial home health care. Benefits include a financial component as well as resources before and during the time you need care.

Coverage provides up to $60,000 in lifetime benefits when you qualify. Members receive a weekly cash benefit during times when assistance is required to live at home. Payments are flexible and may be used to pay for home care services and other support, whether it’s just for a few weeks or for ongoing needs. It’s easy to get started. How does it work?

Home Care Secure provides members with a weekly cash payment (up to 50 weeks) when you need help living at home. These payments are flexible and may be used to cover home care services and other support—short- or long-term. Coverage (when fully graded) ranges from $20,000 to $60,000 in lifetime benefits when you qualify for help living at home.

Flexible payments can cover home care services and other support when you have a Cognitive Impairment or need help with at least two of the six basic Activities of Daily Living:

  • Bathing: Washing oneself by sponge bath in either a tub or shower, including the task of getting into or out of the tub or shower.
  • Continence: The ability to maintain control of bowel or bladder function; or, when unable to maintain control of bowel or bladder function, the ability to perform associated personal hygiene (including caring for a catheter or colostomy bag).
  • Dressing: The ability to put on or take off all items of clothing and any necessary braces, fasteners, or artificial limbs.
  • Eating: The ability to feed oneself by getting food into the body from a receptacle (e.g., plate, cup, table) or by a feeding tube or intravenously.
  • Toileting: The ability to get to and from the toilet, getting on and off the toilet, and performing associated personal hygiene.
  • Transferring: The ability to move into or out of a bed, chair, or wheelchair without assistance.

Before you need care

Through Home Care Secure and the Aging at Home Association means you will have a plan. As a member, you’ll be invited to create an account to access the annual Total Well-Being Assessment, see details on how to access member discounts and special values (such as free, unlimited telehealth for you and your immediate family members), and begin building your plan to age at home using a comprehensive checklist tool.

The Aging at Home Association will help you create a plan of action for aging at home by providing:

  • Information, guidance, and resources.
  • Online tools to help you and your family stay connected and informed.

When you need care

Once you are eligible for care, Home Care Secure insurance coverage will provide weekly cash payments (up to 50 weeks) when you need help living at home. Payments are flexible and may be used to pay for home care services and other support, whether it’s just for a few weeks or for your ongoing needs.

Why is having a plan important?

With Medicare coverage for home health care-related services being insufficient, nearly two-thirds of Americans are not prepared to cover the average $50,000/year in custodial costs. Home Care Secure is designed to fill this gap so you have coverage AND a plan of action to stay in your home if and when you need care.

Planning ahead is important. If help is not well planned or delivered, the risk of falls and injury increases with age, which can result in a move from a cherished home to a nursing home.

Unfortunately, Medicare only covers a limited amount of services to support enrollees who need help living at home and only in specific situations.

Medicare has what’s known as a “Home Health” benefit which pays for in-home skilled nursing care in certain situations (such as after a hospitalization). The benefit may also include a limited amount of in-home “personal care” services, like meal preparation and bathing for people who need additional help. The benefit is short-term in nature and may only be offered for a few hours a week. Services must be re-authorized every 30 days.

Longer term help with personal care services, such as those provided by licensed home care agencies, are not always included as part of Medicare’s benefits.

Qualifications

How Do I Qualify for Benefits?

To qualify for benefits:

  1. Your Doctor or a Licensed Health Care Practitioner must certify and provide documentation acceptable to Us which shows You have a Cognitive or Functional Impairment. We will require a copy of Your written Plan of Care; and
  2. During any one Calendar Week You must receive a minimum of 3 Home Health Care Services, each for a period of at least 1 hour.

How are Benefits Paid?

Subject to the Qualifying for Benefits provision, you will receive a Weekly Benefit while You are receiving Home Health Care Services. Weekly Benefits paid while you are receiving Home Health Care Services are subject to not exceeding: (a) the allowable Maximum Benefit Period; and (b) the Lifetime Maximum Benefit.

Is there a Pre-Existing Condition Limitation?

Yes. A sickness or injury, disclosed or not disclosed on the application, for which medical care, treatment, diagnosis or advice was received or recommended within the 6 month period immediately prior to your Effective Date of coverage under the Certificate; or the existence of symptoms which would cause an ordinarily prudent person to seek diagnosis, care or treatment within the 6 months prior to your Effective Date of coverage under the Certificate. Treatment includes the taking of prescription drugs or medicines.

Any Loss due to a pre-existing condition is not covered unless the Loss begins more than 6 months after the Effective Date of your coverage.

What are the Exclusions?

We will not pay Weekly Benefits for Loss:

  1. That is a result of war or any act of war, declared or undeclared or any other armed conflict;
  2. Due to intentionally self-inflicted injury while sane or insane;
  3. Due to injury or sickness arising out of or in the course of employment or which is compensable under any workers’ compensation or occupational disease act or law; or motor vehicle no-fault law;
  4. For services provided by a member of the Immediate Family unless: (a) he or she is employed by the Home Health Care Services provider; (b) the Home Health Care Services provider receives payment for the services; and (c) he or she receives no compensation other than the normal compensation for employees of the Home Health Care Services provider.
  5. For services not included in Your Plan of Care;
  6. For services that would not routinely be paid in the absence of insurance;
  7. For care received outside the United States or its territories; or
  8. For alcoholism, drug addiction, or chemical dependency, unless as a result of a medication prescribed by a Doctor
What are Some of the Important Definitions?

Cognitive Impairment: A deterioration or loss in intellectual capacity that requires Substantial Supervision to protect You from threats to Your health and safety. Cognitive Impairment is evaluated and measured by clinical evidence and standardized tests that reliably measure impairment in one’s: (1) short or long-term memory; (2) orientation as to people, places, or time; and (3) deductive or abstract reasoning. Such deterioration or loss of intellectual capacity can be the result of Alzheimer’s disease or similar forms of senility or irreversible dementia.

Functional Impairment: The inability to perform at least 2 of the 6 Activities of Daily Living, listed above, without substantial assistance.

Maximum Benefit Period: The maximum number of Calendar Weeks We will pay a Weekly Benefit for Your receipt of Home Health Care Services during Your lifetime, unless any remaining Lifetime Maximum Benefit dollars are available as provided in this Certificate’s Remaining Lifetime Maximum Benefit provision. The Maximum Benefit Period is shown on the Certificate Schedule.

Remaining Lifetime Maximum Benefit: After Weekly Benefits have been paid up to the Maximum Benefit Period, You will be eligible for any remaining Lifetime Maximum Benefit dollars when:

  1. You have not received Home Health Care Services for a period of at least 30 consecutive days; and
  2. A Licensed Health Care Practitioner has certified that You have sufficiently recovered enough to no longer qualify as having a Functional or Cognitive Impairment and have been advised that You no longer require Home Health Care Services or other nursing or home care services, whether or not such services are covered under the terms of this Certificate. Remaining Lifetime Maximum Benefits are subject to not exceeding the allowable Maximum Benefit Period. Coverage under this Certificate ends when the Lifetime Maximum Benefit has been exhausted.
